About:Chinese Embassy in Philippines

Hi, our family will be going to Beijing this October 29 as tourists. Our problem is that my 72yo father decided to go with us on the very last minute. Hence, we may not get his NBI clearance on time. He has already been to Shenzhen on a China group visa a couple of times (but no visa sticker was attached), and also a number of times to Macau and HK. So, I'm wondering if it is possible for him to be granted the China visa for Beijing even without his NBI clearance?
Thank you.

Without visa sticker on his passport, your father is still regarded as the first time applicant, the NBI clearance is required for his tourist visa application.
