About:Apply for China Visa in a Third Country

Hi...I like to ask you..
My fiance is Turkish..He was refused in getting his Chinese Visa at China Embassy HKG as the lady told me it's a new policy just came up these days because they said TURKISH is Middle East Country so they stop all those came from MidEast. Then I called up Turkish embassy in HKG the officer said.. True Turkish cannot apply chinese visa in HKG BUT Turkey is not Mid East country nor Europe.
I got reaall upset..
However, then I have the idea..can my fiance fly to Singapore or Jakarta (Indonesia) to apply Chinese visa there ?? and if it's possible definitely he plans to fly from Jkt or Spore direct to China..

Please help me....can turkish passport apply chinese embassy in spore or indonesia?

Actually, Chinese embassy in most counties do not accept applications from a third country, they only issue visas to foreigners who work there or hold permanent residence permit. So do ones in Singapore and Indonesia. He only get chance to apply in his home country.
