About:Means of Transportation in Jinghong

I am planning to take the ferry from Jing Hong to Chiang Saen, Thailand around the 3rd week of October. Based on my research so far, the scheduled service depends on the ferry company. It is likely that the ferry company might cancel the service due to low demand. Is this the case? What other alternatives do I have.

It seems that's the situation of the ferry service there, you can contact the company in advance to make sure if they have the ferry on any specific time and you'll go there on some high season in which there are ordinarily more poeple to take the ferry.
