It’s easy to criticize from 1st world nations, while we sit in our chairs in-front of our computers in the comfort of our homes. The dam will bring electricity to areas that have never seen it before. Yes, there were losses, but that is the price to be paid for modernization. It is not all that different from the Tennessee Valley project in the United States. Despite what many would have you believe, China is still a poor nation. It is trying to change that, to make a better standard of living for it's people.
