Mr.Kamshilin, I can't 100% sure that you and your wife can get a China tourist visa (L visa)from the Chinese Consular Office in Vladivostok. Now you stay at the city, it is convenient for you to go the office to enquire it. Generally speaking, applicants other than Russian should hold a valid residence permit or work permit in Russia if they want to apply for China visa in Russia.
