You can apply for China visa from the China embassy/consulate in Philippines or USA, the US Green Card entitles you to apply for Chinese visa from the Visa Office of the Chinese Embassy/consulate general which holds consular jurisdiction over the state where you reside;

How to apply

2.Express service: 2-3 working days processing,additional fee of $20 will be charged per visa.
