About:Chinese Embassy in Italy

I am studying in the university in Milan and am goung to China for internship. I have a kazakhstani national passport and an annual italian visa.
1. Where, in Kazakhstan or Italy, and which type of visa should I apply?
2. Which documents need I present?
3. How long does it take to issue visa?

1. you can apply for F visa in Kazakstan or in Milan, Italy. F visa is issued to an applicant who is invited to China for visit, research, lecture, business, scientific-technological and culture exchanges or short-term advanced studies or intern practice for a period of no more than six months.

2. the requirements are:
1) An original copy of passport with enough blank visa pages, valid for at least another 6 months.

(2) A fully completed copy of Visa Application Form signed by the actual applicant;

(3) One recent 22(in.)-sized color passport photo, white in background, with a full front view of the applicant's head and shoulders but without any head cover.

(4)Invitation Letter from the host unit in China and the original visa notice from authorized Chinese government office, the host unit can apply for you

(5)copy of Italian Visa, round-trip flight tickets

it takes 4 working days to issue visa

The host unit in China, where I was going to do internship, inquired a visa notice to Chinese government but receved a refusal. The reason is that I haven't received an italian stay permit yet. I would like to remind that in february I came to Milan from Kazakhstan for studying master in the university and applied for permesso di soggiorno once i arrived. But it is still being processed. I sent to China my passport's page wirh annual italian visa and postal receipts confirming my application for permit but the answer was they need only final document, the permit.
It isn't clear to me why chinese government requires my italian stay permit if am a resident of Kazakhstan, now I am staying in Kazakhstan and was going to apply for a chinese visa in Kazakhstan.
