There are two Indian cuisine restaurants in Shenyang that I know of. One is called Champas and it's located in the Heping District downtown area. It's a really small place and what it lacks in atmosphere, it makes up for in delicious and affordable food. The phone number is 13804971516 and the femal boss speaks English. It's a little hard to find, around the corner from the Ma Lu Wan 马路湾 McDonalds. Near the corner of Zhonghua Lu and Changde Jie (Changde Jie runs parallel to the main road Heping Dajie). Look on the right had side and you'll see a sign that says Indian Restaurant.

The other Indian Restaurant is called Pakwaan which is also located in the Heping District of Shenyang. The atmosphere is nice and the food is delicious but a bit more expensive. It's behind the Taiwei Thai Restaurant and Heidi's Swiss Restaurant on Nansan Jingjie across from the American and Korean Embassies. The phone number is 22713099 and they can speak a little English.
