About:Chinese Embassy in Singapore

Hi, my wife is an Cambodia, she is currently working in Singapore who is holding a work permit expire soon on 9th June 10. Her company is renewing her permit and time of collection is on 25th June 10. There is not enough time for her Hong Kong visa application to get approve by China Embassy before the time we travel.
Our may objective is to visit my bro in China (Shen Zhen) on 27th May 10 whereby our air ticket had to departure at Hong Kong. From there, we plan to take a train to Shen Zhen. China Emabassy had approve for her visa to China without summitting her permit for visa application.
My question is:
1) Do my wife need to summit her permit for Hong Kong visa application?
2) Can China Embassy approve her Hong Kong visa application for this special case?

2. It all depends on the China Embassy, no one else can give you the exact answer.
