About:Chinese Consulate in Los Angeles

I plan a visit to China shortly and have all the required paperwork filled out for my Visa. However I am having someone from San Diego drop it all off and I understand I can pay a separate fee to the consulate and request it sent or provide a prepaid envelope, or? to get it all returned to me by mail. They need not return and pick it all up.
How do I do that and how much do I pay to the consulate?

The Chinese Consulate in Los Angeles does not accept visa applications sent in by mail. The applicants are required to be present in the Passport & Visa Office for visa application, or they may entrust a relative, friend, or travel/visa agent to come to submit the application. The fee is 130 USD for any type of visa.
