About:Chinese Embassy in Austria

Hello,

I am a US student who is working as an intern in Vienna for 6 months. I am trying to get a visa to Shanghai just to visit and site see. At the consulate they keep telling me that I am missing paper work, but they don't tell me what I need. I had my:
passport
visa application with photo
itinerary
What am I missing? Please help. I am so confused. I have been to China before and it wasn't this hard to get my visa. Thank you,
-Jaime
