I think the nearest border checkpoint to Mongolian from Qiqihar shuold be Manchuria (Manzhouli) and from this city it is about 670km to Manzhouli. You can take train to Manzhouli (about ten hours) and then get to the custom. I think you need a visa to enter Mongolia. You should get it in Beijing in advance.
