About:China Visa on Arrival

I am an American Passport holder living in Kuwait, however I dont have residency in Kuwait. I am here with the US Army and would like to travel to china for the second time via Hong Kong. Will I be able to get a visa from the Chinese Embassy in Kuwait. if not what are my options?

Mr.Alex Ousley, you can have a try to apply for Chinese visa in Kuwait by using your entry stamp to Kuwait, if you are refused, please go to Hong Kong to apply for Chinese visa.
