well...they ment that when Emperor Qin Shi Huang Di died... the empire basically collapsed.......so really wen he died people might not have had a clue what to do next...that is how most empires do fall right?......im not completely sure of this,so...good website^.^ http://library.thinkquest.org/28491/html/qin.htm
