There is no direct bus from Pudong Airport to Tonglu. Shanghai South Bus Station and Shanghai Bus Terminal all have bus to Tonglu, just one bus every day in the early morning around 7am. The bus fare is about 70RMB for some 4 hours. So, I think you should get to Hangzhou first, by bus or train from Shanghai Railway Station and then get to Hangzhou South Bus Station by taxi for the buses to Tonglu.
