About:Chinese Embassy in Singapore

I have been an Employment Pass holder here in Singapore since 2002. I will be traveling for the first time to mainland China (Sanya) for a conference. I need to apply for a business visa. The consular phone number of the Chinese Embassy in Singapore is no help as no one actually answers the phone. The listed requirements for a business visa (F) for applications sent in Singapore are different from those if applications as sent in the Philippines. The list of requirements for applications sent in the Philippines is quite long for first time applicants, and some of them I cannot provide because I have never ever had the need for them (SSS, ITR, NBI clearance). How do I proceed (since no one at the Chinese Embassy here is answering the phone)? I need to know soonest because if this requires me to physically apply for the business visa in the Philippines, I will just cancel my planned trip. Many thanks.

I guess that you can't get Business visa in Singapore, you have to return to Philiipines to apply for it.
