we've invitation a russian ballet company to macau but they can only get the flight

Question

We've invitation a russian ballet company to Macau but they can only get the flight through Guangzhou and then take the bus to Macau. How can they apply the VISA to get in China? They already have the VISA to Macau. The Chines Embassy in St. Petersburg didn't accept the invitation letter from Macau which mean they didn't consider Macau is part of China. It's ridiculous. Macau has just celebrate the 10th anniversary of returning to China. What can we do for applying the VISA for them?

They should apply for a visa to Guangzhou in Chinese consulate in St.Petersburg before departure, they can get a visa-on-arrival in Macau. Macau, HK and Mainland China apply different exit and enter controls, they are regarded as seperate countries in Visa regulations.
