About:Embassy & Consulates of Japan in China

I have a customer who is a Chinese National who would like to visit Japan for 36 hours for business meetings. If he needs a visa, how does he go about doing this in China before he leaves? OR can he obtain one at the airport upon arrival in Japan?

where do he live in China? he can't get visa on arrival at the airport in Japan.
