Yes, if the applicants can't go to the embassy to apply for the vis ain person, he/she can entrust a third person on behalf.You can just download the visa application form from the Embassy's official wesite http://my.china-embassy.org/eng/lsfw/embassyservice/chinesevisa/.1 applicant 1 photo (black & white or color is acceptable).
