About:Transfer in T3 of Beijing Capital Airport

Beijing airport tax:
I found the following information at the airport website:

"International Departure Flights: CNY 90
Exemption: * Transit passengers leaving within 24 hours "

But now this tax is included in the ticket price automatically. How can transit passengers get the refund of this tax?
