Actually, you could take the airport shuttle bus, which is in operation around the clock, to its terminal at Wulinmen in downtown Hangzhou. The Moganshan Road is very close to Wulinmen, so you could hire a cab here driving to your destination. In downtown Hangzhou, the drivers charge by meter honestly.

Hello Goh, the shuttle bus fare is CNY20/person. And, please take it easy that Hangzhou is very safe even in late night! The nightlife of this city just starts after midnight.
