About:Chinese Embassy in Austria

I am a Slovak citizen but I am currently studying abroad and I will be in Vienna and I was wondering whether I could apply for a tourist visa to China in Vienna rather than in Slovakia. Is it possible to have it issued for a year with multiple entries?

I hear that it is difficult to apply for a China visa in a third country nowadays, but you can confirm it with the China embassy in Vienna.
