We will be arriving at Chongqing by train around 15.00 p.m. can we embark on President No. 4 the same day ?

If your arrival date can meet the cruise schedule, then time is enough for you to board the ship on the same day after you arrive in Chongqing at 15:00. For your information, this cruise ships usually leave Chongqing port after 19:00.
