About:China Tour Operators in Shanghai

Dear Mr o Ms
Im Chinese student in university now and Ill go to Spain for one year as a exchange student.
I want to travel to Chile from Spain when I am on Christmas for nearly one year, but Im not sure wether I can apply for a visa in Madrid or not.
