Dear sir i am Pakistani national and i am going to merry a chinese national girl, i want to know to which department in china i need to submit my unmarried certificate and what else important things or documents i need to submit, and how long it take to register and after that how can i extand my visa, thanks

you need submit your unmarried certificate, your passport to municipal Civil Affairs Bureau (Minzheng Ju 民政局)for marriage registration. The application normally takes well under one hour, sometimes as little as 15 minutes.

When everything goes well, You will either be given you marriage certificate as you leave or you might be asked to collect it in a few days.
