The spelling might be Bai Shi or Bar Shek

Google spells it Baishui

Is there a local metro service from Guangzhou East Railway Station to Baishui (upper Shaocun district) and if not is there a bus service to Baishui.

I think you mean Baishui, a village on the half way between downtown Guangzhou to Zengcheng, esat of Guangzhou?! I can nearly confirm that you mean 白水 （Baishui）near Shangshaocun (upper shaocun)No metro service to this place. Get off the Guangzhou East Railway Station, take a taxi to Tianhe Bus Station (a few minutes'). Get on the bus to Zengcheng (1h20m). Zengcheng bus station has special bus line to Baishui. Good Luck~
