i'm trying to connect to this number in fujian province in quangzhou, 0086 15959951108, but it seems that i cannot connect to this number, and likewise to any other number in this city, but i can connect to other cities other than this, can you pls help me with this, im using a phonecard to connect to this number

It should be got through by dialing 0086 15959951108. Try again, see if there is any ring? Maybe the signal of his/her phone is not good when you called.
