It says in the general terms and conditions that we should have a visa 20 days before entry to China. Our trip was hastily planned as we are going to a conference in Shanghai. We have already applied for tourist visas and should get them prior to the 19th, when we leave for Shanghai. Is this a problem?

Surely no problem as long as you could get the valid visa prior to your entry.
