Firstly, you need to get your visa to katmandu. Secondly, you need to have a tour company to handle the tibet travel permit for you. Thirdly, you need to get your tourism visa to China. Those are all the documents you need before the tour starts.

Ms. O Donovan, you need a Tourist Visa (L visa) for visiting Lhasa and the rest part of mainland of China. Please note that Tibet Autonomous Region is also one part of China. You need apply for a L visa in Embassy of China in Ireland. You should submit the required ducuments stated on the website to embassy http://ie.chineseembassy.org/eng/Consular/AboutVisa/t112836.htm

Yes, you can fly from Hong Kong to Ireland. Irish passport holders can visit Hong Kong for up to 90 days without a visa. there are flights from Hong Kong to Dublin
