About:Chinese Consulate in Vancouver

My husband and I are both HKSAR 3 stars permanent residents, we just gave birth to a baby here in Vancouver. We plan to go back to HK permanently, how can we apply for a HKSAR ID for our newborn in Vancouver? What application and docuements do I need to bring to the China Consulate in Vancouver to apply for my baby's HKID?
