About:Chinese Consulate in Sydney

Hello,
My wife was born in Hong Kong but she has immigrated and lived in Australia since 1971. Is she eligible to obtain Hong Kong permanent residency as a person who was born there?
She still has her Hong Kong birth certificate. Can you tell me what procedures she has to follow?
My wife's family lived in Hong Kong for generations but they are not of Chinese ancestry.
