Hi, you'r right that we chinese do not drink tap water as it will cause some diseases. It is safe to drink after it is boiled. The fruit will be dried or peeled after washed in case of drinking tap water. I am sure you have seen some people eat the frute directly after washed, actually it is not healthy.
As for making food, the water is boiled first and then we use it to make food. Any other doubts??

While boiling does kill micro-organisms and bacteria, it does not eliminate chlorine and metals that come from the pipes used to transport the water to your sink. Boiling the water only increases the concentration of impurities to water as you boil out the water.

There are some odd ideas about food hygiene and preparation here. Yes, I quite agree that washing food and cooking with tap water is NOT a good idea.

I think the main idea here is that if it looks clean, it is clean, which is false.

It is not only disease but also toxic chemicals/metals in the water that is of concern.
