Travel in December – January it must be very very cold right ? Do I still can visit the cruise?

Late November to early March are the coldest months in China. Most cruises stop to sailing due to the low water lever. Only Victoria cruise sail in winter, but they are easy to be cancelled due to insufficient bookings. Why not choose other time ?
