About:Chinese Embassy in Vietnam

Can vietnamese apply tourist visa to China as individual?

can vietnamese apply tourist visa to China as individual? we are a arts orgnization in China, some of our july event participants said the China consulate in vietnam require them to apply for the turist visa as a team through agency in vietnam, is this correct?

"We called the Vietnamese consulate in Hanoi and at this time they are not issuing tourist visas. Not sure why. So we will try Bangkok."

The individual tourist application may not be acceptable currently.
