I think you should better finalize your itinerary before your tour starts. Because the train and flight tickets, hotel rooms, as well as some sites tickets need to be booked in advance. If you cannot settle your itinerary ahead of the time, I am afraid it’s hard to guarantee the tickets or hotel rooms. Also, it may also involve some cancellation penalty.
