About:Chinese Embassy in Russia

Hello,
I am hoping to attend a 2 week study course at CEIBS in Shanghai, my University tells me I need a type 'F' visa - I don't see any reference to this visa type on your site. Can I apply for it from Russia, have Russian visa, and where can I find the application form please? Already have an invitation letter from CEIBS.
Thanks very much Matt
