About:Passport

My mother was denied of a Philippine passport since her birth certificate indicates that his father is a Chinese citizen. She was born and raised in the Philippines and she therefore assume that she is a Filipino citizen (she even votes in the phil.) Now is it possible for her to apply for a chinese passport in the embassy here and if so what's the process and requirements? THANKS..

What's your friend's nationality? If she had joined the Philippine nationality, she is ineligible to obtain a Chinese passport.
