About:Chinese Embassies and Consulates

Hello, I am planning to travel to Yunnan in early May. In my understanding, there is agreement between Vietnamese government and Chinese (Yunnan Province) government, allowing tourists of the two countries can travel with a so-called 'tourist card'. My questions then are:

1. When will this agreement come into effect?
2. Is it applicable to individual tourist (backpacker) or just to tour packages?
3. If yes, can I get that card at the border gate or better at Chinese Embassy? Time and fee for that card please.

Previously, there have been tour groups that can handle visa-free travel in Yunnan and Vietnam.Are you talking about a new agreement?
