Mr.Eddie, You need apply for Chinese L Visa in Embassy of China in Singapore one month before your trip. Please submit one completed visa application form attached with one passport photo, your malaysian passport, Singapore RP, return air ticket and hotel reservation (if available) to the embassy.

You also need gain a Tibet Travel Permit issued by Tibet Tourism Bureau. If you join a tour organized by a Chinese travel agency, it can obtain it for you.
