24 Hour Visa - Plane + Train

Hi. I am looking into options of flying from Ulaanbaatar to Jakarta through China. If I land in Hohhot, can I take the bullet train to Beijing and flyout to Jakarta from Beijing without Visa?

Is it a guarantee that I can be permitted to leave the port to collect my bags in Hohhot, and continue my journey with train to another province, granted that I will leave China within the 24 hour window?
