No, it is not possible to get VOA at Shenzhen airport. Simply speaking, there is no visa office at Shenzhen airport.

Your excellent alternative to Shenzhen VOA is 240 hour visa free transit scheme. In order to be eligible for this scheme you have to arrive to Shenzhen from one and depart from Shenzhen to a different country. In other words, the immediate points before and after Shenzhen (or some other mainland Chinese city) have to be in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau).

So, if you depart from Singapore to Shenzhen and depart from Shenzhen to Malaysia you can enjoy 240 hour visa free transit scheme that is valid not only for Shenzhen, but also for a great part of mainland China. In other words, like this you are not limited to Shenzhen only, but you can visit many different areas within mainland China. Also, it is essential to have your exit ticket (from mainland China) bought before your departure toward mainland China. Please, just remember the formula, the immediate points before and after mainland China have to be in two different countries or eligible territories. Have a nice visit to China.

Thanks can I do this flight route?

Taipei > Shenzhen > Hong Kong > Shanghai > Taipei

I looked online and it said that HK is treated as a separate region so I can re-enter China on the 240 hour visa. Please lmk if this is incorrect. Thanks!

This flight route is definitely eligible for 240 hour visa free transit - twice. Both, Hong Kong and Taiwan are considered as eligible territories as far as 240 hour visa free transit is concerned.

As far as your first segment (Taipei - Shenzhen - Hong Kong) is concerned, it is important to understand that you will have to buy your Shenzhen to Hong Kong train ticket before your departure from Taipei to Shenzhen because you will be asked to present that train ticket in both Taipei (at the moment of your check-in) and upon your landing in Shenzhen. The best option here is to buy a train ticket from Futian (centrally located station in Shenzhen) to Hong Kong West Kowloon train station.

As far as your second segment is concerned you will probably fly from Hong Kong to Shanghai and, please, have in mind that having a ticket for your flight from Shanghai to Taipei is a must in the same way as it was a train ticket for your first segment. Now, when you know the system and that your route is eligible one, you can proceed with your travel plans with absolute peace of mind. Have a nice visit to China.
