About:24-Hour Visa-Free Transit

JEJU IS-CHINA-SEOUL-OSAKA

Really need clarification on my situation. I understand that the 240-Hour Visa-Free Transit must be Country A -China - Country C, as I've been there, done that just a few months ago. Now, I'm planning to bring my family with me this time. However, due to our geographic location, the most available option for us is to take the flights from China to Osaka, but with a few hours connecting/stopover in Seoul. Is this scenario considered valid?

Well, it could be eligible, but you did not mention the country / eligible territory you will use to reach mainland China. In other words, it is not possible to determine your eligibility because we do not know your entire itinerary. The only detail I can tell you with certainty is that the country that you will use to depart mainland China to cannot be South Korea if you plan to use a flight with a stop (regardless of its nature and length) in South Korea immediately after mainland China.

If your flight itinerary is:

South Korea - mainland China - South Korea (regardless of nature and the length) - Japan

Your itinerary is not eligible .

If your flight is:

Japan - mainland China - South Korea (regardless of nature and the length) - Japan

Your flight is definitely eligible.

The essence of 240 hour visa free transit scheme is to have the immediate points before and after mainland China in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). So, the emphasize is - immediate points in two different countries and eligible territories, exactly in the way you have mentioned in your initial post. I hope this helps.
