David, if you are Italian citizen, you do not have to bother about that 24/240 hour visa free transit stuff because China has extended visa free entry for Italians (among some other countries) for up to 30 days until the end of the next year. You are correct about the online filling out of the arrival card, but since this is a new detail, I will not suggest it to you because it is essential to see how the system functions in reality in order to recommend it to others. Also, the filling out of the arrival card does not really take so much time.
If you are not an Italian citizen, but a citizen from a country that needs a visa to enter China, your 7 hour layover will be probably considered as too short because it is usually 8 hour layover that is considered as logical to be offered a temporary entry permit to exit the airport. In any case and regardless of the fact thta the layover is just 7 hours long, you can proceed in obtaining a temporary entry permit. In this case you will do the following:
So, when you land in Beijing, here is what will you do:
- You will fill out arrival card and you will tick the box - transit on it
- You will after that proceed to fingerprinting machine where you will perform fingerprinting
- You will approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit (this is not a visa, but just a permit that allows you to exit the airport during your transit time)
- You will present your flight tickets, your arrival card and fingerprinting confirmation. By the way, this is all free of any charge.
- After a short check, you will be granted a temporary entry permit and you will head to the immigration and then to the city to enjoy your time on your own.
- If you are not granted a permit, there are no consequences and you will remain within the transit zone (airside) of the Beijing airport.
