About:Hainan 30-Day Visa-Free Access

I am cruising from Hong Kong (USA citizen) and will be stopping in Haikou Oct 24 and Sanya Oct 26.

Can we tour independantly in those places, or do we need to register with a local travel agency to plan a tour. Our cruise leaves Hong Kong Oct 23, arrives in Haikou Oct 24. On Oct 25 we are in Hanoi, and Oct 26 is Sanya, and then we sail to Vietnam. Some websites say I need to register and others say we can just get off the ship and go on our own. How do I ensure that we won’t have any arrival or departure problems?

HK - Haikou - Hanoi - Sanya - Vietnam?

Your first entry to Haikou is eligible for 24-hour visa-free transit, so no travel agency is needed.

As for the second entry to Sanya, it's a round trip between Hainan and Vietnam, so 24or 240 hour visa-free transit is not applicable. But you can enjoy the visa free access. You can independently apply for a 30-day visa free entry upon arrival in Hainan, and there will be no problems in general. Travel agency is not a must any more in this case.
