No, unfortunately, this is not possible if you use 5 day Shenzhen VOA. This particular VOA is not limited to Guangdong province, but to Shenzhen city limits. Unfortunately, Shenzhen and Dongguan are two separate administrative unites, although located next to each other. However, I would suggest you to use 240 hour visa free transit, but you will have to include Macau into the equation. So, you can take a ferry from Hong Kong to Macau and then a ferry from Macau to Shekou port in Shenzhen. Please, have in mind that only Shekou and Nasha ports are eligible for entry from Hong Kong/Macau when traveling on 240 hour visa free transit. Before your departure from Macau to Shekou by ferry you will buy a train ticket from Dongguan, Guangzhou, Shenzhen or any other city of your choice to Hong Kong West Kowloon station. Like this you will have an eligible transit scheme: Macau - mainland China - Hong Kong. Also, it is important to print out a train ticket confirmation (the one you have received in your email inbox) in order to expedite the entire procedure. One more detail, it is essential to have at least the first night hotel accommodation booked in advance because you will be asked for the name of the hotel where will you stay. Your total stay in mainland China has to be longer than 24 hours in order to be eligible for 240 hour visa free transit. Please, have in mind that you will really have to take exactly that train you have bought your ticket for. Have a nice journey.
