About:24-Hour Visa-Free Transit

24-Hour Visa-Free entry permit and Baggage Handling in Beijing PEK Airport T3.

Hello from Tokyo.
I am assisting a Russian national friend with preparations for returning to Russia.
This friend will be flying with Air China in June, traveling from Tokyo to Vladivostok via Beijing Capital International Airport (Terminal 3), with a layover of 18 hours and 15 minutes.
During the layover in Beijing, they plan to stay at a transit hotel arranged by the airline.
We are hoping to take advantage of China’s 24-Hour Visa-Free entry permit policy.
In order to be granted entry under this policy, would it be better not to check the baggage through to the final destination, and instead collect it in Beijing?
I would greatly appreciate your advice.

Ichiro, it is perfectly the same whether the luggage will be tagged all the way to Vladivostok or he will have to collect it in Beijing and then perform new check-in to place it on the flight to Vladivostok as far as 24 hour visa free transit is concerned. If I were in his position I would opt for a luggage to be tagged all the way to Vladivostok. Simply speaking, this is more comfortable way of travel compared to luggage being collected, dragged around and the re-checked for another flight. He can take essentials in his hand luggage in order to use those essentials during his stay in Beijing. In the end, it has to be his decision. In any case and based on the length of the layover, he will be, almost certainly granted a temporary entry permit upon landing in order to exit the airport and to have a good rest in the hotel. So, when he lands in Beijing, the first thing that he will do is to approach 24/240 hour visa free transit counter where he will apply for a temporary entry permit by presenting his flight tickets and the hotel booking confirmation as well. After a short check, he will be granted a permit and he will then head to the immigration. After he has crossed the immigration he will exit the airport toward the hotel or even in the city to do some sightseeing. Basically, now it is all up to his decision. I wish him a nice journey.
