Sorry, GZ only issues VOA for people in emergency. It's more recommended to apply for a regular visa in HK.

No, unfortunately, there is no VOA for Guangzhou. However, if you are just a bit creative, you can visit Guangzhou from Hong Kong absolutely visa free based on 240 hour visa free transit. So, if you want to use this option since you are a Mexican citizens you will do the following. You will first travel to Macau and take a ferry from Macau to Shekou port in Shenzhen. Before your departure from Macau toward Shekou you will buy a train ticket from Guangzhou to Hong Kong (West Kowloon station) and have that booking confirmation printed because you will have to present it in both Macau and in Shekou upon your arrival there. Also, this option allows you to travel freely to Guangzhou and other Chinese destinations. You will easily buy your Shenzhen to Guangzhou ticket because the trains operate quite frequently. In the end, you will really have to take the train from Guangzhou to Hong Kong that you have bought in advance (before your departure from Macau toward mainland China). I hope this will be a good solution for your needs and I wish you a pleasant stay in Guangzhou.
