You cannot visit Shenzhen using that document. You have to use your passport. It is important to understand that some citizenship have better chances for successful granting of Shenzhen visa and some less or even negligible. So, if you are a citizens of say Philippines, Indonesia and Vietnam, then it is not generally advisable to go after Shenzhen VOA because the success rate is poor and the majority of applications are rejected. In this case, the best solution is to obtain a full Chinese visa in advance.
