Matthew, your itinerary is definitely eligible for 240 hour visa free transit, but the main problem here is the fact that in China all the entry formalities are done at the very first stop (landing) and in your case it will be Dalian. That would be fine, but since your layover is just 1 hour am very sceptical if something like this is doable within such a short layover time. In any case, since you already have that ticket in your hands, you will have to be very agile upon your landing in Dalian. So, upon your landing in Dalian, the first thing that you will do will be to approach 24/240 hour visa free transit counter where you will present your flight itinerary and apply for a temporary entry permit because your next flight will be a domestic one. After a short check you will be granted a permit and after that you will cross the immigration. You will then hurry up to catch your flight to Beijing. So, if you manage to do that, after that, everything is easy and straightforward. I am sorry for not be able to offer you some more practical solution, but you will have to be really very, very fast in Dalian.
