can i apply to China using the tourist, L without an invitation letter from a Chinese agent?

Yes, you can and the main requirements are:
Passport with at least 6-month validity
Visa Application Form and Photo
Documents showing the itinerary including air ticket booking record (round trip) and proof of hotel reservation, etc.
